FASNY: ZONED OUT IN WHITE PLAINS

Dear Mayor Roach, and Common Council members:

I've been studying the Zoning table for the FASNY-area, R1-30, as provided in FASNY's own DEIS (Table 2-1 in Chapter Two).

Please remember that private schools do NOT trump all else in our zoning area.  Public schools do, but NOT private schools, which must receive a Special Permit (SP) from the city in order to override zoning regulations.
Second, please note that college campuses are not permitted in the R1-30 Zone.  As FASNY refers to itself in its plan, it is a "Campus," not simply a school.

Presumably a college campus is not permitted because of its size, activity level, traffic implications, and so on.
Is FASNY really a simple private school (in which case it doesn't automatically trump R1-30 zoning anyway).  Or is it closer to a college campus, which is not a permitted use at all?

Is FASNY's nearly 1500-person size, activity level, environmental impact, and traffic implications closer to those of a one-building private school, or to a college campus?  This point is at the very least debatable, not at all clear-cut.
 
I urge you not to assume you must exempt FASNY from our zoning regulations because it's a school, however massive.  As anyone can see looking at the chart of zoning regulations, private schools are not exempt from R1-30 zoning.
